Hoylake Neighbourhood Development Plan
Hoylake Vision, a group of local volunteer residents and businesses, wanted to engage local residents in the emerging vision for its Neighbourhood Development Plan (NDP). It had identified three key areas for consultation:
- Hoylake town centre
- The promenade and beach
- Carr Lane Industrial Estate
What we did
We created an online engagement website, which you can view here, to ask about area-specific opportunities and concerns, using our interactive map. We also gathered broader aspirations for Hoylake using our ‘Ideas Wall’, which functions as a visual forum, allowing the community to respond to each other’s ideas and suggestions.
Alongside this tool, we ran an online workshop focusing on participants’ feedback on the idea of a town centre for Hoylake. We used interactive software to enhance a group conversation.
Our engagement covered a range of topics, from the changing environment of the beach to the opportunities a town centre could bring for the community and visitors. The workshop highlighted a strong community will to see developments in the area, and a positive response to being a part of the process.
A second round of online engagement will took place in 2022 to establish if views and priorities have changed, and explore some of the key areas in Hoylake in more detail.

Outcomes
Our engagement sessions have informed the Hoylake Neighbourhood Development Plan, which must be taken into account when making planning decisions which will affect the town. PLACED supported additional face-to-face engagement in 2022.
